"Who is responsible for notification of homeschool status of a student previously enrolled in a private and/or public school?"

Dear Penny,
Essentially, the parent is always responsible for notifying the appropriate party. In the state of Maryland, this is true for a child under the age of 16. So, if they are going to homeschool (again, under age 16), the appropriate measure would be to contact the local county school system (i.e. FCPS, Office of Student Services, Home Instruction Portfolio Monitor) and register via a Notification Form.
If the student is over 16 and quits school from a private school facility with no plans to homeschool, that student would be considered a dropout and the private school is responsible for contacting the appropriate party.
